About HESL
The Higher Education Student Loan (“HESL”) Scheme offered by the Ministry of Education of the Government of Singapore (“MOE”) is to help students finance their MOE-subsidised diploma, undergraduate or postgraduate programmes in our publicly-funded institutions. HESL comprises four components as highlighted below:

Covers part of the tuition fees payable for the course of study based on course type and student citizenship

Means-tested additional provision that covers the remaining subsidised tuition fees payable based on course type for eligible Singapore Citizen students

1 HESL scheme is a consolidation of the three loan schemes (Tuition Fee Loan, Study Loan and Overseas Student Programme Loan) previously available to institution students.

Application process
1.
Submit Application
~10 minutes
Your loan application covers up to the entire duration of your course at your institution. You may request for up to four loan components based on your needs and eligibility.
2.
Guarantoracknowledgment& submission
~10 minutes
Your proposed guarantor will log in to review your personal details, loan information and provide their own details before confirming the application.
3.
Means testing
From 2 to 6 weeks
Applicable for loan components with means-tested provision. Click here to find out more.
4.
Verification & processing
Up to 2 weeks
Once your application is submitted, it will go through eligibility checks and document verification before being processed by banks and/or institutions.
5.
Approval & e-Signature
1 week
After your application is approved, you will need to sign the final documents and submit them within 3 working days to complete the process.
