The Higher Education Student Loan (“HESL”) Scheme offered by the Ministry of
Education of the Government of Singapore (“MOE”) is to help students finance their MOE-subsidised diploma,
undergraduate or postgraduate programmes in our publicly-funded institutions.
HESL comprises four components as highlighted below:
Base provision
Covers part of the tuition fees payable for the course of study based
on course type and student citizenship

Balance loan coverage
Means-tested additional provision that covers the remaining subsidised tuition fees payable based on course type for eligible Singapore Citizen students

Living allowance
Means-tested provision which provides up to $3,200 per year for eligible full-time diploma students and up to $4,100 per year for eligible full-time undergraduates

Overseas student programme
Means-tested provision which provides up to $12,000 for cost of institution-approved overseas student programme for eligible Singapore Citizen full-time undergraduates

1 HESL scheme is a consolidation of the three loan schemes (Tuition Fee Loan,
Study Loan and Overseas Student Programme Loan) previously available to institution students.
